How to read these records
The intent
A “statement of intent to pay prevailing wages” is filed by each employer on a public works project, before it is paid: the prime contractor, and every subcontractor at every tier. It names the awarding agency, the contract, and the company that hired the filer. It is a declaration made before the work — the matching “affidavit of wages paid” comes after, and is a different file.
Prime or sub
“Prime” means the intent is the prime contractor's own. “Sub to …” names the company that hired the filer.
Amounts
Each amount is what the filer declared on that intent. They are not comparable across filings and are never added up here: the raw file contains obvious typing errors, and a contract amount can be repeated on several filings.
Agency names
Typed by the filer: the same city or school district can appear under several spellings, each with its own page.
After the work, and apprenticeship
A record also counts the affidavits of wages paid the contractor filed after its projects, its projects as prime contractor in L&I's project file, and — matched by business name — the apprenticeship programs it is a training agent of.
What is not here
- Project addresses: some projects are repairs in private homes.
- Contract titles that do not clearly describe public work: a title is published only when it contains a common word of the construction vocabulary; otherwise it reads “(title withheld)”. Agencies that mostly fund repairs in private homes have all their titles withheld.
- E-mail addresses and phone numbers in the state file.
- Contractors that never filed an intent, wage rates, affidavits and wage complaints.
- Filings dated outside 2000–2027 in the file are kept without a date.
